I just buy a pair of PS-400 for biamping NHT 3.3 , i rewired (carefuly) for 240V (Europe) and one of amplifier is OK ,

and the other one have IOC red leds all time on with no presence of signal in headphones or speakers.

If someone has encountered this problem or have a solution for this , please give me a advice.

This sounds like an output stage fault and the amp will likely need to be serviced.
