I have a TOA 9000 Series Mixer with D-001T Modules, and can't get enough sensitivity out of the PZM-10 microphones. Any ideas?
I enabled the Phamton Power from the TOA modules, and I have the sensitivity on TOA Mixer to the max -60. -10 is line level.
I had the same problem with the Polycom Vortex.

What are you trying to do with the mic? You mention the same problem with a Polycom Vortex, so that leads me to believe it might be an application problem. Please describe in detail what you are using the mic for, the location of the mic in the room, and the room size for starters. Also, how much phantom power is supplied by the TOA mixer? Have you measured it with a meter?
